Community Contributed Locations and Location Attributes

I'm trying to figure out if this functionality exists.
I'll give an example of what I'm looking to do, but not the specific case.

I'd like to be able to allow people to tag locations on a Google map of places that don't allow pets.
Sometimes these are businesses, other times that may be parks or whole areas.

Also, once a user tags an area, it would be nice for others to confirm that this is the case.

Lastly, is it possible to upload a list of confirmed areas to start the community out with something to look at?
For instance, if I knew it was company policy for McDonalds to not allow dogs, and I had a list of all McDonalds, could I upload such a list?
