GPS NOTIFICATIONS- does not work.

I have been searching for answer in the forum and I found this statement "You need to create new build for your app in order to make GPS notifications functionality work." What is new build??? My app is limited to for our own usage, so publishing or submitting to Google or Apple is not necessary.
