Publish on app store with windows os?

Is it possible to publish your app on app store on windows 7? Or do you need a macbook or something? If i pay the $99 can i publish it with windows 7?

  I am actually running a virtual Mac on my PC which allows me to upload, but it was kind of a pain to setup and J's uploading will probably lead to a lot less headaches.
