Developing one App through iBuildApp for both IPhone and Android

I am trying to learn, and not seeing a clear answer to this question. Can I develop one App in iBuildApp for IPhone and Android or do I have to create to separate Apps (create them separate).  Also, is this the same for IPad or Android tablets?

  Hello, once you start app development process on our site, your app will be prepared for both platforms at the same time: iOS and Android

  On smaller Android screens, the site does not scale. The formatting is broken and the images cover up the links. Will you create a simulator for different size screens?

  While that's currently not our top priority, it is in the pipelines to optimize scaling for the recent android models. You will be informed via newsletter email for any recent patches and fixes.
