Access to push notifications

Is there a way to track whether users have actually accessed push notifications or news?

I just want to be able to track two things: (1) whether users have actually accessed the push notifications sent to their phones (vs. ignoring/deleting them), and, (2) in a News tab, whether users have actually accessed the stories listed (i.e., clicked on them from the list).  Is that possible?
