New iPad app not able to build pages

I tried to create a new iPad app and selected the template but I can't build any pages. Please check out. Thanks. I used the first template and then deleted the app and tried with the second template.

  Sorry, what did you check? Look at the Teach ipad app and you can't create pages.

  I just tried one for iPad and they work fine!
