Configure button is missing

About push-notifications service of Android app , configure button is missing?

I didn't publish the app yet and found Push-Notification is not work, then I try to configure the service, the setting button is missing.  If I want to get the test, how should I do?

  Please, refer to the Notifications Tab of your app on our site to set up Push Notification service for your app.
  You don't need to set up Androud Push Notifications now, just submit checkbox next to Android platform at Notifications tab.
  Make the new build and submit new version of the app on Google Play Store after setting up Push Notification messages.
