set up push notifications for iphone

Can anyone give me a SIMPLE (step1,2,3) way to set up push notifications for iphone?

Can I do it from my ipad or a PC computer... I don't own a Mac desktop.

The submission of the created application to the iTunes App Store can be done only via the Mac computer since App Loader (program that is used for uploading) is only compatible with Mac.
